The Former President's Woke Warning Misses Europe's Real Danger: Technological Decline.

Donald Trump's national security strategy offers a flawed view of the European Union. The document asserts that open-border policies and so-called "woke" agendas represent an grave risk to the continent's identity. Yet, this argument rests on a fundamental misreading of the situation. The true danger confronting Europe is not societal but economic and technological lag.

A Glaring Economic Divide Between Europe and the US

The data paint a stark picture. From 2008 and 2023, American economic output grew by eighty-seven percent, while a paltry 13.5% increase for the EU. During this period, EU GDP per capita dropped from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now has a greater average income than several leading EU nations like Italy and France.

Today, about half of the world’s 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: The Core Problem

This widening disparity is driven by superior productivity growth in the US, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly American. In the last five decades, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus just 14 in the European continent.

This gap prompts a pressing question: In the race for future industries like semiconductors, AI, and quantum computing, what is Europe positioned? Experts widely concede it is largely a contest between two involving the United States and China, with Europe entering at a clear handicap.

Underlying Factors of Europe's Technological Lag

Several major factors explain this technological divide.

  • Venture Capital: The US boasts a much more robust and agile system for financing new ventures. The EU has yet to establish a true capital markets union, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can launch a service under one set of laws to access a market of hundreds of millions. The European Union, despite a larger population size, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking differ sharply. In some EU nations, business failure was historically met with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

In spite of these hurdles, there are reasons for hope. Policymakers are increasingly aware of the existential challenge and have started to advance serious reform. Notable analyses on European competitiveness and the single market point to the need for major changes.

Given appropriate incentives and regulatory reforms, these assets might enable far greater levels of business-led breakthroughs.

The continent still possesses significant advantages: high-quality human capital, top-tier education systems, and premier labs. Alongside a large internal market and substantial household savings, these foundations have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not become the leader in developing next-generation tech, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now stands at a critical crossroads. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could give way to a rapid and permanent loss of global economic relevance.
